Everett man charged with voyeurism at Bothell Library

Bothell police have charged an Everett man, 54, with voyeurism and criminal trespassing after he allegedly was caught using a mirror to peep under stalls in the women’s restroom of the Bothell Library.

According to a police affidavit, the reporting victim, a female library employee, was in the restroom July 23 when she noticed another person in the stall next to her’s. She told police that she could see under a restroom partition enough to know the person was wearing black shoes and blue jeans. The victim also told police she thought it was strange she could see movement in the next-door stall, but did not hear any noise.

The victim added she began to look around and allegedly noticed the person in the other stall was holding a small mirror against the back wall under the partition between the two stalls. The woman said she quickly left the restroom and waited outside.

Again according to police, the victim said she watched as three other women entered and left the restroom. A few minutes later, a white male wearing black shoes and jeans allegedly left the women’s restroom and was confronted by the victim. The man surrendered his driver’s license and was reportedly identified as Jeffery Allan Keller.

Reports say Keller waited with the victim at the library while police were called.

Upon searching Keller, police claim they found a small mirror with a black frame in one of the suspect’s pockets. Reports add he admitted going to the Bothell library specifically to enter the women’s restroom and had watched at least four or five women. Court and police records say Keller was convicted of voyeurism in 2001 and is a registered sex offender.

At a court hearing, prosecutors asked that Keller be held on $50,000 bond stating the suspect was liable to repeat his alleged behavior, having, according to court papers, “admitted to having overwhelming urges to surreptitiously view women using the toilet.” He allegedly told officials he had done so “dozens of times” at libraries and stores throughout the area.

Prosecutors said Keller has a prior conviction for voyeurism after being caught in the women’s restroom of a Fred Meyer store.

Following the latest alleged incident, he was released from King County jail July 26 after posting bond.
