David J. Spess has been promoted to the rank of colonel in the U.S. Army Reserve. He is currently serving as deputy defense coordinating officer with Defense Coordinating Element, Region 10, Fema Region 10 headquarters in Bothell.

Spess, who has served in the military for 26 years, is a 1988 graduate of John F. Kennedy High School in Warren, Ohio, and earned a bachelor’s degree in 1995 from the Indiana University of Pennsylvania.
