Originally charged with two counts of kidnapping, a Bothell man, Dean Richard Kinsman, 49, now stands charged with felony unlawful imprisonment.

According to information supplied by the Snohomish County Prosecutors Office, Kinsman allegedly abducted two Bothell children — a boy, 9, and a girl, 4 — in two separate incidents May 11.

Again, according to the prosecutor’s office, both children lived in Kinsman’s neighborhood.

A source in the prosecutors office said the imprisonment charge replaced the kidnapping charges.

In the most recent charging papers filed against Kinsman, Snohomish County Deputy Prosecuting Attorney Mark Roe claimed the suspect had initially planned May 11 to take another neighborhood child, a boy age 11, to buy a bike. Roe wrote that the youngster’s parents found out about the proposal and would not let the boy go with Kinsman.

Instead, Kinsman allegedly took the second boy, 9, to the Fred Meyer store at 21045 Bothell-Everett Highway and purchased the boy a bike.

Roe wrote that the boy knew Kinsman and went with him willingly, but his parents did not know the defendant and did not give permission for their son to go with Kinsman. Roe noted the Washington law states the definition of “abduction” makes it illegal for an adult to take any child under 16 without the parent’s permission, even if the child goes willingly.

After allegedly dropping the 9-year-old at his home, Roe claims Kinsman then asked the 4-year-old girl to “hop in his truck.” At the time of the incident, police stated Kinsman offered to buy the girl a pair of shoes. Roe stated that again, Kinsman did not have the permission of the child’s parents to interact with the girl, adding the suspect told police he was going to take the girl home.

“It is unclear exactly what the defendant intended,” Roe wrote. “What seems clear is that he wasn’t taking her to her own home, because he passed that.”

Instead, according to a police spokesperson, the initial deputy’s report states the girl’s brother saw his sister get into Kinsman’s truck and chased after it. He and possibly some friends reportedly followed the truck to the driveway of Kinsman’s residence, where they pulled the girl from the truck. The girl’s father allegedly confronted Kinsman, while her mother called police. Kinsman was arrested outside his home.

Roe said Kinsman was released on $100,000 bond. He was precluded from contacting the children involved and from going into that particular neighborhood. Regarding the new charge, Roe asked that Kinsman again be held pending the same bail amount and with the same restrictions in place on his activities.
