Residents, business owners and employees in the city of Kenmore can now file a nuisance odor complaint by contacting the city directly at 425-398-8900.
The city recently entered into an interlocal agreement with the Puget Sound Clean Air Agency (PSCAA) for cooperative odor complaint investigations. This program is a temporary six-month trial arrangement between the City and the PSCAA. The PSCAA will also continue to take complaints during this time.
In order for a city inspector to research a complaint, the complaint must be made by a person residing in their home or place of work located within Kenmore city limits.
The city inspector acting on behalf of PSCAA will document the complaint on a scale of 0-4, with 0 being no odor detected and 4 being severely malodorous. The person registering the complaint will then sign a formal statement acknowledging the odor complaint.
Complaints cannot be submitted anonymously. After the signed statement is received by the City, the inspector will verify the source and forward the complaint to the PSCAA, who then will make the determination whether or not to initiate any enforcement action.
While the City will be responding to nuisance odor complaints during the temporary trial period, the City will not be responsible for making determinations or for enforcement action (i.e., issuing warnings or citations) related to odor or air quality complaints; enforcement will continue to be the responsibility of PSCAA.
