The fire district serves many unincorporated areas of Bothell and assists in north Bothell incidents.

Captains are responsible for supervising shift personnel at the fire station level – leading a crew of three to five firefighters. Torey has been assigned to Brier Fire Station 18.

Torey was raised in Sequim and began his fire service career in 1992 as a resident volunteer with the Poulsbo Fire Department. He was hired in 1994 as a full-time firefighter with the Mountlake Terrace Fire Department, which merged with Fire District 1 in 2005.

Fire District 1 is the largest provider of fire and emergency medical services in Snohomish County, with full-time staffing at 12 fire stations. The district serves nearly 200,000 residents in unincorporated south Snohomish County, Brier, Edmonds, and Mountlake Terrace.
