Tillotson shot a 71 during the first round and 72 during the second.
He was also the only boy between the ages of 14-19 to finish under par.
Tillotson finished the final two par fives with two birdies. The win qualifies Tillotson for the North American Junior Amateur Championship during December in Arizona.
